In the "Old" Testament, not everyone received the Holy Spirit
"The Spirit of the LORD will come upon you in power, and you will prophesy with them; and you will be changed into a different person. Once these signs are fulfilled, do whatever your hand finds to do, for God is with you"... As Saul turned to leave Samuel, God changed Saul's heart, and all these signs were fulfilled that day.

In the "New" Testament, all God's people receive the Holy Spirit
"'In the last days, God says, I will pour out my Spirit on all people. Your sons and daughters will prophesy, your young men will see visions, your old men will dream dreams. Even on my servants, both men and women, I will pour out my Spirit in those days, and they will prophesy."
